Nothing to install

The reason it works without an app is that the whole engine is JavaScript and WebAssembly served to the page. Your document is read by code running in the tab; the PDF itself is never uploaded, and there is no app to install and no account to create.

Phone browsers kill tabs that use too much memory, and on some systems without warning. No measured ceiling exists for this tool: the budget differs per device and per browser, so a first run on your phone is always a test. Treat an older handset as the weaker machine in every plan below.
Two things follow for practice. Close the other heavy tabs before a long run - a practical step that costs nothing. And when a run dies halfway on the phone, the same file on a laptop tab is the first thing to try.
How many pages a phone gets through
The honest answer is that no fixed page count fits every phone. What the mechanics say is that the raster reserve renders page after page, so time and memory both grow with the count.
A several hundred page scan on an older handset is therefore untested territory. If you have one, do it on a laptop. Speed is the other difference: a laptop has more cores and more memory to spend, so a long file is worth moving to a bigger machine even when the phone might survive it.
Where the file goes afterwards

Keep the original until you have looked at the result. Read the verdict first: final size, distance to your target, winning method. Compression is a one way trip. The detail the lossy methods drop is gone from the output, and the only way back is to compress the source again at a larger target.
Phone scans are the common case
Most PDFs that are too big on a phone got made on that phone: photographed pages, saved straight to PDF at camera resolution. Short scans like that are the friendlier case - text-heavy files often have less image work, while photo-heavy files depend more on the quality setting.
